Does this mean if I want to use it as a stock, I have to pay you three dollars?

It means if you want to use the stock for outside use, as in anything outside of DeviantArt.com, the cost is $3. Once you have paid for the stock you can do what you want with it, except for resell it as your own stock. Make sense?
